Sullivan embarked from Brisbane, Queensland, on 5 October 1915 and proceeded to Egypt. He joined the 15th Battalion on 5 February 1916. He transferred from the 15th Battalion to the 47th Battalion on 3 March 1916. He proceeded to the Western Front with that unit.

Sullivan was killed in action in Belgium on 25 September 1916. He was buried in Ridgewood Military Cemetery, Voormezeele, Belgium (3.5 miles south-west of Ypres) in Plot III, Row Z, Grave No 2.
