James Bailey lived at 88 Skeffington Road, London. He served in the Royal Navy in the First World War, from 29 November 1915 to 12 June 1919. He also served in the Royal Australian Navy, enlisting in 1935 and serving  throughout the Second World War, from 1 July 1935 to 30 June 1940.

Bailey died on 15 July 1977, age 79. On his grave, his service number is M/557, but on his service records, his service number is given as L/4592 (Royal Navy) and LZ4592 (Royal Australian Navy). He reached the rank of Petty Officer.
