Each of the panels has the name of the mayors that served on Waterloo Municipal Council during the First World War - Thomas Danks (1) (Mayor 1915), Stephen Whitehurst (3) (Mayor 1916-1917) and Charles Joseph Lenton (1) (Mayor 1917-1919).
