Willow Tree War Memorial Hall is a single storey building, with a high gabled brick frontage that is inset with large windows. Three concrete steps lead up to the front door, which is covered by a suspended concrete awning. 

Positioned above the awning is a painted mural in honour of Australians who served on the Kokoda Track in Papua New Guinea during the Second World War. It depicts planes flying above a jungle. Under another awning, on the northern side of the hall, is the Willow Tree and District First World War Honour Roll.

The original Willow Tree Hall opened on 7 February 1906. It was a timber structure, with a stage, dressing rooms, and area for dancing (The Murrurundi Times and Liverpool Plains Gazette, 9 February 1906).

On 25 August 1928, a new brick hall was opened by Mr H. C. Carter M.L.A. Known as the Willow Tree Soldiers' Memorial Hall, it had a high brick facade and a marble honour roll on the front wall, which was unveiled by General C. F. Cox (The Sydney Mail, 26 September 1928). 

The current brick hall dates to the 1950s. In November 1954, the honorary secretary of the War Memorial Hall Committee, A. J. Phillips, called tenders for construction of a public hall measuring 90 feet by 40 feet. The tender notice appeared in the publication Construction (Sydney) on 24 November.

The completed hall was gazetted under the Theatres and Public Halls Act, 1908–1954 on 10 April 1957 (Government Gazette of the State of New South Wales, 26 April 1957).

In November 2018, the Willow Tree Memorial Hall Advisory Committee was awarded a 'Saluting Their Service Community Commemorative Grant' to install an art piece that referenced Kokoda 1942 on the Willow Tree Memorial Hall.
